New Illinois Motorcycle
Laws for 2025

Illinois will have several new laws in 2025 including:

• HB 4966: New specialty license plates for motorcycles, including plates for organ donors, pet friendly plates, and support our
troops plates

• Driver’s license classification

A Class L driver’s license is required to operate a moped or scooter with an engine displacement of less than 150 cubic centimeters. A Class M license is required for a displacement of 150cc or more.

• Instruction permits

A 24-month instruction permit to operate a motor-driven cycle (under 150cc) is available to those who are 16 or 17 years old. An instruction permit to operate a motorcycle is available to those who are 16 or older.

• Motorcycle equipment

All motorcycles in Illinois must have a seat and footrest for all passengers and at least one rearview mirror.

• Training courses

The Illinois Department of Transportation offers several training courses for motorcycle riders, including the Basic Rider Course 2, the Advanced Rider Course, and the Three Wheel Basic Rider Course.

MSL Cares – Adopt-A-Family Illinois!

On December 21st, Motorcycle Safety Lawyers® (MSL), along with the help of some special Angels, made a holiday wish come true for
three children.

A request came in to the Adopt-A-Family Illinois program that touched our hearts. This single mom of 3 was struggling to provide Christmas for her children, and due to a medical injury and the accompanying medical bills, she was having a bit of a rough time. That’s when Larry “Bear” from MSL, Ángeles Del Silencio LEMC, Shuman Legal, Chicagoland Toys for Tots Motorcycle Parade and Home Run Inn Pizza, all joined forces to make this day special for the children. And as you can see on their faces, the day was a huge success!!

We want to extend a special thank you to, Ángeles Del Silencio LEMC, Motorcycle Safety Lawyers, Shuman Legal, Chicagoland Toys for Tots Motorcycle Parade, Home Run Inn Pizza, on Archer Avenue, and of course, Colorado – Adopt a Family for the Holidays, and our sister Laurie Montoya BikerDown.org, who shared this family request for a Christmas wish with us and enabled all of us to Make a Difference in Someone’s Life!

MSL Cares – Comfort and Care Package Program!

This year Motorcycle Safety Lawyers® (MSL) helped make the holidays a little brighter for our Active Military personnel deployed around the globe by participating in the Operation Support Our Troops Program.

Every November, Wheeling Township holds a donation drive which collects products for Operation Support Our Troops. Through generous donations, they usually collect over 2000 lbs. of food and products for the troops as well as checks. In addition, they welcome handmade cards that are included with each care package – and the feedback is that the card is the BEST part of the package for those far away from home during the holidays. MSL filled Holiday Stockings (all made by JAX) with toiletries and personal hygiene products, to include with the
care packages.

Once all the supplies are gathered, they are brought to Operation Support Our Troops, located in Lisle, IL, where the Comfort and Care
Packages are assembled and shipped to Active Military Personnel stationed around the globe, not in the US. If you are interested in getting involved, please call Lynndah at 847-259-7730, ext. 21 to see how you can help with next year’s program.
